Eric Bailey
Deputy Director of Capital Delivery Services | City of Austin

Eric Bailey, PE, PMP has 20+ years of experience in the engineering field, specializing in public project delivery. Eric is the deputy director of Capital Delivery Services, a department formed by the City of Austin to more effectively and efficiently manage the City’s $7 billion CIP program including mobility, water, wastewater, watershed, parks, libraries, airport, and convention center projects. Eric’s responsibilities include executive leadership over the project management, inspection, project controls, and project delivery functions within Capital Delivery Services. The department has 300+ employees including architects, engineers, inspectors, and surveyors and is focused on delivering capital projects for the City of Austin.

Brooke Brindle

Brooke Brindle has over 29 years of commercial real estate project management and facilities management experience with nearly 18 years at CBRE, which is now part of Turner and Townsend Project Management. Brooke is the Central Texas Project Management market leader and is responsible for market leadership, business operations and leading a superior team of project management professionals. Lara Burns Boyda is the COO of Urbanspace, where she leads operations across the company’s real estate, development, interiors, and hospitality ventures. With over two decades of experience in Austin’s urban core, she has been a key player in the city’s residential skyline, serving as a member of the development team for The Modern Austin Residences, a 56-story condo tower delivering this summer in the Rainey Street District. Lara has overseen sales and marketing for some of Austin’s most notable downtown projects, including Seaholm Residences, The Independent, and 44 East Ave. Deeply committed to community and industry leadership, Lara is a Long Center Trustee, a board member for Big Brothers Big Sisters of Central Texas, and currently serves as Chair of the Urban Land Institute’s Women’s Leadership Initiative.

Mick Hawton, MBA

Arthur Jackson, MBA

Arthur Jackson is the Chief Economic Development Officer for the City of Cedar Park, where he oversees the City’s economic development and tourism initiatives. Callie Phillips

Callie Phillips is a Development Manager for Greystar Development Services in Austin, Texas. She is responsible for the sourcing and execution of multifamily and student housing projects across Austin and Central Texas. Callie is a member of the Austin Chapter of the Urban Land Institute and sits on the Associate Council of the University of Texas Real Estate Center. She also sits on the Young Professionals Board for KIPP Austin Public Schools. She graduated from the University of Texas at Austin with a degree in finance.

Sarah Andre, MA, MSCRP

Sarah André has worked in affordable housing since 1994. Her experience includes both consulting
on and development of a variety of housing options. Since 2005 her focus has been on multifamily
development using Low Income Housing Tax Credits. In this capacity she has been involved in the
creation of more than 19,000 units of multifamily housing across Texas with investments of more
than $1 Billion.

Billy Whipple
Chief Impact Officer | Habitat for Humanity

Billy Whipple is an accomplished professional who has worked in the nonprofit sector for over a decade. Billy’s career began as a carpenter in New Hampshire and progressed through various roles, ultimately leading him to his current position as the Chief Impact Officer of Austin Habitat for Humanity. Billy’s passion for Habitat’s mission began when he served as an AmeriCorps member for Austin Habitat for Humanity. He later broadened his impact with Habitat for Humanity Williamson-Maury in Tennessee, where he worked in community engagement and the Director of Construction, before returning to Austin, Texas in 2016. As Chief Impact Officer, Billy oversees all direct service planning and implementation at Austin Habitat for Humanity. He supervises Real Estate, Design, New Construction, Home Repair, Client Services, and HomeBase. Under his leadership, Austin Habitat has been able to construct 60 homes annually and provide critical repairs and accessibility modifications for an additional 30 homes each year.
