PANELISTS

Bill Hasbrook, FDBIA, MEMS, TCFM is an industry-recognized advocate of the design-build procurement method for both public and private entities and has greater than 40 years' experience in the workplace, the last 30 of which includes projects for transportation departments, utility and energy providers, commercial, industrial, and manufacturing clients, and the Departments of Defense and State (with a combined portfolio valued in the billions of dollars).

His experience includes all project delivery methods (with particular emphasis on design-build (DB) and alternate project delivery means and methods), and all project types from industrial facilities to transportation infrastructure. He was previously honored with a Member of the Year award by the Society of American Military Engineers San Antonio Post, national DB Distinguished Leadership and DB Transportation Leadership awards through the Design-Build Institute of America (DBIA), and WTS Heart of Texas Honorable Ray La Hood Man of the Year. He has served in numerous local, state, regional, and national capacities within DBIA, including as an instructor, Southwest Regional Board member, 2014 Certification Board Chairman, and most recently as the National Board Chairman. He was inducted into the inaugural DBIA College of Fellows, an honor bestowed to date on only 44 of the greater than 6000 credential holders, and unanimously voted in as the 2022-2023 Vice Chancellor of the College. This designation represents the highest level of DBIA Certification and acknowledges the achievements of the nation’s most accomplished design-build professionals.

Bill also has had a love affair with pizza since he was 4 years old when his grandpa took one of grandma’s laundromat quarters (and swore him to secrecy) and bought his first slice of cheese pizza at the Woolworth lunch counter in the Wonderland Mall in San Antonio. HE WAS HOOKED! This resulted in his formal training at the AVPN school in Naples Italy – the guardians and teachers of true Neapolitan pizza. He couldn’t be silent and had to share this newfound knowledge with others. So today, those are the techniques he uses as he consults on the true art of baking the true Neapolitan pizza, always ensuring consistency, quality, and authenticity.

Jennifer Williams, PE has a passion for public service and has been working in local government since she graduated from the University of North Carolina at Charlotte with a Bachelor’s of Science in Civil Engineering. She began her career with Charlotte’s Department of Transportation reviewing and approving land development plans and analyzing and planning future transportation infrastructure needs in the community. An opportunity in Houston Texas led her to start and implement a transportation safety program with FHWA grant funding to analyze intersection and roadway collisions and plan capital improvements to reduce those accidents. An eager ambition to broaden her career in 2012 led her to aviation in Austin Texas as a project manager with Austin-Bergstrom International Airport, the airport of choice for central Texas. Her background in transportation engineering and land development had her leading landside roadway, stormwater, and public private partnership projects through implementation. She is currently the Capital Improvement Program Manager and leading the new 20-year ABIA Master Plan project to support the rapid growth in the central Texas region. She is a non-profit advocate in the community helping 30 agencies and programs throughout the Austin area supporting initiatives to enhance education, well-being, safety, the arts, and the environment. Aside from her professional and non-profit career, you’ll catch her spending time with her husband, Dane and their yorkie, Zaxby doing anything and everything outdoors whether it’s wake-surfing, snowboarding, tennis, and oval dirt track 4-cycle kart racing.

Jim Shackelford, AIA is a Senior Architect at Studio8 Architects and as a Senior Preconstruction Manager at Austin Commercial. Jim is a graduate of the University of Texas at Austin School of Architecture with over 43 years of professional experience. From 1980 to 2004 Jim was engaged in private practice in Austin as either a Project Architect, Construction Administrator, Project Manager or Principal, personally responsible for over $2B in construction; including commercial, industrial, semi-conductor manufacturing, and public institutional work; and those projects encompassed Construction Manager at Risk, Design Build, and fast-track multiple prime delivery methods in addition to traditional design-bid-build. Jim worked as a Senior Project Manager for the University of Texas System – Office of Facilities Planning and Construction (OFPC) from 2004 to 2017. From 2017 until his retirement from the University of Texas at Austin, Jim served as the inaugural Director of Capital Planning and Construction at the University of Texas at Austin.  In that capacity, Jim oversaw the capital improvement program at UT Austin, which consisted of multiple projects with a combined total value of $1.3B.

Jim has been married to Debbie for over 42 years, and they have three adult children and three grandchildren.
